Mold vs Mildew: What Florida Homeowners Should Know
People search for mold vs mildew to work out what they are dealing with. The two are not separate phenomena: under the EPA’s own definition, mildew is mold that happens to look different.
The distinctions that decide how much work you are facing lie elsewhere: in the material, the area, and whether the growth comes back.
Mold vs Mildew: What the EPA Says
The EPA’s wording is direct: “Mildew refers to certain kinds of mold or fungus”, and the term is generally applied to growth with a flat habit.
Flat is the operative word. It describes how a colony looks, not what it is. A colony growing as a raised, fuzzy layer and a colony spread as a thin film across tile get different everyday names. FEMA describes mildew as mold at an early stage.
It follows from the EPA definition that mildew has no separate biology, no separate risk profile, and no cleanup protocol of its own. The same applies across our mold guides: the practical questions are the same whichever word gets used.
Colour and Porosity
Colour
The CDC’s position is that identifying the species is not necessary. If mold is visible or detectable by smell, remove it and fix the moisture source, whatever the species.
The CDC also calls the term “toxic black mold” misleading, noting that the mold itself is not poisonous, though under certain conditions it can produce mycotoxins. Colour does not identify species. What dark growth does and does not indicate is covered in our guide to black mold signs.
Porous or Not
This is the split that determines the scope of the work.
The EPA advises that porous materials with significant growth be removed rather than treated in place, and lists ceiling tile, carpet, and drywall among them. Cement grout and leather belong in the same category.
On a non-porous surface the colony sits on top: it comes off mechanically, and the surface dries. In a porous material, what shows on the surface is part of the colony rather than all of it, which is why wiping changes the appearance without ending the problem.
The EPA does not recommend chlorine bleach as a routine practice during mold cleanup.
Mold and Mildew in a Florida Home
Conditions for growth persist year-round in Florida. The wet season, roughly May through October, brings the peak; the dry season brings a reduction rather than a stop.
The CDC recommends keeping indoor humidity at or below 50 percent around the clock. In Florida that is the job of air conditioning and a dehumidifier: outdoor air is more humid than indoor air for most of the year, so an open window raises indoor humidity rather than lowering it.
Bathroom grout. Cement grout is porous and water lingers in the joints. ASHRAE 62.2 sets a minimum for local bathroom exhaust of 50 CFM on demand, or 20 CFM continuous. Grout joints have enough going on to warrant their own treatment, which we cover in bathroom grout mold.
Closets. Air exchange is limited in an enclosed volume packed with belongings, and leather and fabric are both porous. Louvered closet doors are common in Florida housing stock.
The lanai. A screened porch is outdoor climate: whatever lives there sits in ambient humidity year-round. A wet lanai rug is the clearest case, since textile is porous and a hard floor is not.
Square Footage and Regrowth
Area. The EPA gives a reference point of 10 square feet: above that, the agency recommends bringing in a contractor with experience. This is guidance, not federal law.
In Florida the same figure appears in state law. Fla. Stat. §468.8411 defines the terms “mold assessment” and “mold remediation” in relation to work on areas greater than 10 square feet. A separate section, §468.841, lists exemptions from the licensing requirement, among them a residential property owner performing such work on their own property.
